That would actually reduce the value of Hazard as you pile up the Costs FP limitation. Example:

100 cp advantage, costs 2 FP (-10%), Hazard: Missed Sleep (-50%)
• (100*0.9)*0.5 = 45 cp
• 100*(1-0.1-0.5) = 40 cp

100 cp advantage, costs 5 FP (-25%), Hazard: Missed Sleep (-50%)
• (100*0.75)*0.5 = 37.5 cp
• 100*(1-0.25-0.5) = 25 cp
