Dedicated ER

I'm working on my first wand (this is part of my on going "Magic Items built as Gadgets and bought as equipment" project) and I'm doing this with a set of fifty charges as a dedicated pool of ER. So, since the ability forming the core power of the wand can only be powered by the dedicated pool is that a limitation and/or enhancement? If so, how should I handle it?

I'm thinking a limitation on the ability. An Accessability (Only powered by internal ER) at -10%
