There are those who turn everything sideways that isn't actively giving you a benefit right that moment, so there's no confusion. There are others who construe the rules more strictly, and only turn permanent and not-in-use items sideways. Either way is fine with me.

Items turned sideways are those which you can not use or are not currently using. Just because it is turned sideways does not indicate that you're never allowed to use it, and when you go to use a one-shot Item, you are now using it and it's sideways manner doesn't matter anymore.
