Since this inspired me to go back and look at things, I did a cost chart for cheap one-college powerstones (suitable for enchanting), which you can find
here. 'NoQuirk' assumes that quirked stones are discarded, 'UseQuirk' assumes they are kept (at -25% to value for 1 quirk, -50% for 2). Price per energy assumes 0.03% of stone cost per day, meaning an ROI of 10.95% with 100% utilization, with a likely figure more in the 9-10% range. As powerstones, per RAW, basically last until worn out or broken, neither of which is likely to happen any time soon, that's a fairly reasonable figure for an established enchantment setup (you'd want faster returns when just setting things up).
