I'm not really understanding what kind of game do you want? Why doesn't Toon Munchkin do it? Did you want something a little more serious but still rooted in hack and slash homage? Like GURPS Dungeon Fantasy? Or did you want something that plays like old school OD&D? You might try googling "Old School Renaissance", as there are a lot of OGL games that have come out (many are free) aimed at recapturing that kind of gaming.
