I'd build the "Six" in his head as a Patron with minimal intervention actually.

What's the state of his reaction modifier advantages and social skills? He managed to become president in the early seasons, but back then he didn't have a negative Reputation. But it might be a minor feat compared to creating a religious cult (with all the bells and whistles) almost from scratch despite his negative Reputation? People say he doesn't have leadership skills, but if he doesn't, how does he do that?

He definitely has at least Attractive (but probably Handsome) appearance. He's got some amount of Charisma. A Science talent of some kind as well. He certainly has Influence skills, Sex-Appeal, Diplomacy and Acting all at high levels at least. I'd give him Attribute Substitution (Sex Appeal based on IQ). Destiny, of course.
