The Outlaw card says that this ability goes into effect "[w]hen Bad Stuff happens to a non-Outlaw." Not "when a non-Outlaw gets caught by a Monster," not "when a non-Outlaw loses combat," but "when Bad Stuff happens." If a Monster's Bad Stuff doesn't affect a player, it doesn't happen*, so the Outlaw gets nothing from it.






* Sometimes you need pics, but not in this case. We assume munchkins don't always have cameras or camera phones to take the aforementioned pics to prove the happeningness of an event.
