That may be all you need for some crimes, but if the police know what tapes to review (know the approximate location and time of the crime), escaping notice after the fact would be much tougher. I'd peg it at approximately 16, including bonuses for ability to play back scenes, zoom, etc.

Maybe higher than 16, you can get a +5 just for extra time.
