Something that did not get into the rule revisions, but that was certainly MY intent, was that if you have a card that has to be played exactly at a certain time (such as when someone tries to Run Away but before he rolls the dice), you can say "STOP" and play your card. It doesn't have to come down to split-second timing on whose play went off first.

Of course, because the rules are not explicit in that regard, you're welcome to play it however you want.
