You're reading it wrong.

If your game is using the Fairy Dust expansion, you may "spend" the 2011 Silver Piece to retrieve a single Fairy Dust card from the discard pile. If you are not using the Fairy Dust expansion, you may "spend" the 2011 Silver Piece to start the game with one Fairy Dust card of your choice, in addition to your regular allotment of Doors and Treasures. In both cases, this does count as your one coin use per game. You do not have to give the 2011 Silver Piece to another player to use this rule

Either way, it assumes you have the Fairy Dust expansion near-by for use; your group just may or may not be using it for the game.

If you don't have the expansion handy, then you get 4 Door cards and 4 Treasure cards to start your game, along with a pretty coin that does nothing.

There may be a special use of the coin, as each month of the year it gets a bonus rule, but that time hasn't come yet.
