You're right.

"will not fight" and "will not pursue" are two completely different things. You can still fight a monster that will not pursue you. The pursuit only occurs when you cannot beat the monster. (and you cannot choose to run away if your combat level is enough to beat it)

As for your second question, as per the rules, run away rolls are performed separately for each monster in combat. So you would automatically succeed in running away from the level 20, and roll to run away from the other.
