Is there a rapid reload or speed load skill?

There had been a Speed Load skill in 3e (P/E) that cut one second off the time to reload removable magazines (I don't recall off-hand the effect on other weapons).

And yes, one could learn Fast Draw (magazine) and Speed Load (magazine).

There is. It's Fast-draw (Ammo). How much it helps depends on the weapon; see High-Tech and Low-Tech for the full details.

There are two ways to improve your reloading times in GURPS Fourth Edition.

1. The Fast-Draw (Ammo) skill. A successful roll means you grab the magazine, shell, etc., in effectively zero time.

2. The Quick Reload perk. This perk drastically improves your overall loading times, and can be combined with the skill above.

These are both covered in great detail in GURPS Gun Fu and will be similarly covered in GURPS Tactical Shooting. If you like cinematic gunfights, you'll want the former, and if you like realistic ones, you'll want the latter. (And if you just like gunfights in general, get both!)

I would second the Rev PK...if you are looking at HandCannons you would want a copy of GUN Fu. Even if you do not use everything in it, the Fu will get your creative juices flowing.

I went with Quick Reload, FD (Ammo) and the Aikimbo Pistols Perk. So with Ambidexterity with two Successful FD Ammo Rolls I can reload both of my pistols as a zero time action. (something fun about TL 9 15mm Caseless Magnums too...)

I haven't had to do it so far. I have been reloading in the fits and starts of the action.

When the emergency comes and I do have to zero time reload both I fully expect a GM seizure... but I have the ace if i need to play it.
