reappearance of an apparently randomly encountered npc who benefited/ was harmed* as a secondary consideration due to the pc groups response to whatever situation they were resolving at that time. The npc is in fact an alien/ crime prince/ major religious figure/ psionic mage and it's time for payback.
*or a relative/ friend/ devotee...
