I was trained in two methods of firing on the move. The first is when you are rushing and a target presents itself to your immediate front, you can fire while "chicken winging" the weapon. This is certainly a Move and Attack in GURPS terms (and suffers the Bulk penalty). The second is the "Combat Glide" which is easily AoA: Determined.

I don't have a problem with a character taking a Wait and saying "If any targets appear in my sector of fire I'll AoA:D them with a hammer pair to the Torso, and then move 1/2 my move. Otherwise if nobody is there, I'll just Move."
On the other hand, a better way to clear (in real life too) is when one element moves at a time.
BTW, if Tactical Shooting is anything like what it was at the end of the playtest, there's quite a bit about this sort of thing in there. If you are interested I suggest you get it when it's out.
