Default Wild Talent as a Psionic Power?

Is it possible to use a Wild Talent as a Psionic Power?
Let's say: Wild Talent 1 (ESP, -10%) 18 per level.

Does this mean you can use your ESP Talent (5 points/level) on your Wild Talent? Which would give you a +1 on your attribute for the purpose of Wild Talent but would also make it susceptible to interference from anything that affects the entire power or all psi powers.

Is this correct?

If it is correct, how does this look like:
Wild Talent 1 (ESP, -10%; Retention +25%) 23 per level.

With this setup you could learn all the skill you used via Wild Talent. But does the Power Modifier (ESP) than apply to all skills learned that way?
e.g. Carpentry, IQ/E (ESP, 10%)

Yes, that's correct.

Nope, the skills would NOT be effected by the power modifier. Wild Talent just allows you to buy skills, they'
re normal skills once you buy them.

Yes, but I'd give a little thought to what is actually happening. Are you picking up psychic impressions from objects that tell you how it has been used or how it is intended to be used? Then I'd give a limitation that requires a physical object to use. Are you getting an answer from the future? Then it wouldn't be useful for non-IQ skills. Are you picking up knowledge from other peoples minds in the city? Then it should Telepathy, not ESP.

No. You are just learning the skill from doing it.
