can't recite off the top of my head either, but i do remember Game Master Guide giving useful ranges for GMs to tailor celestial frequency per human population. pretty good stuff in there, one of the few GM guides that i found useful.

(also, if i remember correctly, angels and demons are defined specifically as those w/ 7 forces or more. the celestial ratios were for fully fledged celestials to human population and didn't have to take into account the "baby angels and demons." therefore, if GMs miss little celestial touches everywhere, they are welcome in their game to populate relievers and imps all over the place to pray for grass to grow or dance on pins, etc. or something like that.)
