change dungeon and go up a level

When someone draws or plays a card that says you discard all of the dungeons and draw a new one and everyone goes up a level.

We have always played this as if you are level 18 then you don't get the level and same if you are 19. Is this the correct way to be doing this or do they get the level even if it is for the win?

Unless a card SPECIFICALLY says that the level it grants can be the winning level, it cannot be. (By extension, you cannot use such a card to go from Level 18 to Level 19 in an Epic game.)
