Alright, I think I have something. Going by the progression in Traveller: Interstellar Wars (the only RAW progression that I have on hand that handles extremely large organizations), I think I can break down the "ranks" by how many subordinates one might have on average:

13 - 500 million
12 - 100 million
11 - 20 million
10 - 5 million
9 - 1 million
8 - 200 thousand
7 - 50 thousand
6 - 10 thousand
5 - 2,000
4 - 500
3 - 200
2 - 50
1 - 10
0 - none
By this breakdown, the NYPD which has roughly 40,000 personnel would give their Commissioner Rank 7, while the LAPD and Chicago PD, who have roughly 10,000 and 15,000, respectively would have their Chiefs of Police at Rank 6; the Phoenix Chief of Police would top off at Rank 5 with just over 4,000 employees. (Sorry, unable to find numbers for Houston at this time, but I'd treat them as being on par with Phoenix for now.)

Officers in charge of individual precincts would likely have Rank 3 or 4; larger cities (NYC, LA, Chi-Town) would likely have Rank 4 officer in charge of their precincts, while smaller ones (Houston, Phoenix, Philly) would have Rank 3 officers.

Someone reality-check these numbers for me?
