I'm not familiar with "Imbuements"; If its a 4th Ed item, then that's why, since I haven't gotten the means yet to get the new books yet....

And instead of making a new skill, how about making your base Draw Resistance equal to your Draw Skill divided by 3, treated as a special kind of PD that's only used against Draw attempts? Since its not an actual PD, the traditional cap of 5 would not apply; and it prevents the Draw process from becoming bogged down in a lengthy checklist that needs resolving.

Anything separate of Draw that adds to Draw Resistance (this is just my opinion, mind you) should be an Advantage that either (GM's choice) adds its level to the character's "Draw PD" total, OR acts like levels of DR to "shrug off" a certain amount of netted uses. Points-per-level will vary, depending on how central Draw Magic is to the Campaign; but should at least equal Strong Will's 4/level in most magical-themed ones.
