Melee spells can be cast while striking someone, so you can punch and deathtouch as a basic fact of deathtouch. Staff lets you use your staff to deal melee spells though it. You are whacking them with the staff making a basic attack with it so of course
But it does not really let you cast missile spells through it in the way that lets you really use the staff as a fundamental part of the missle spell. As I said a staff of fireballs would get the bonus from a weapon bond, but not casting the fireball spell through a staff. The staff here is not really a integral part of throwing a fireball at someone, unless the fireball is a property of the staff.
Is it weird that a staff enchanted to shoot fireballs gets the benefit of WB but casting through one does not? Maybe a bit, but WB is about a weapon and missle spells cast by the character are not dependent on a weapon. Melee spells can be, because of the specific abilities of the staff enchantment.
