How is weapon Bulk/ST calculated?

If you have 3rd ed Vehicles there was a weapons creation chapter that included the option for creating hand-held weapons. While it was not really designed for human-sized weapons (I think it was meant for giant robot rifles and the like) it does include recoil and ST calculations.
