And remember that a hangar system would by definition be on the surface of the ship, as it has hangar doors facing onto space. You could design something with old-fashioned Battle Star Galactica launch tubes, but that wouldn't be the default.

The way Spaceships resolves combat damage, anything not core is on the surface. But if your ship is a 300 yard long 200 yard diameter cylinder, then your hanger is essentially a wedge with a 100 x ~104 yard mouth that can be the hangar bay doors, but it's still 100 yards deep (assuming no core system in that section). So while yes, all hangers have launch doors, the entirety of the hangar is not within 20 yards of the ship's skin. It takes time to stage and move things up to the hangar doors. It makes sense that the entire capacity of the hangar cannot be launched at once, especially for the larger hangars.
