The listed launch times strike me as a bit slow for either-
a) A squad of troopers running across the floor of an open hangar and jumping/jet-packing out the open door b) Dropping out on drop-rails in a belly-launch configuration Unless airlock depressurisation times are included in the launch time.

And remember that a hangar system would by definition be on the surface of the ship, as it has hangar doors facing onto space. You could design something with old-fashioned Battle Star Galactica launch tubes, but that wouldn't be the default.
