Which gives me an example. Earth in the setting of Stross' books Singularity Sky and Iron Sunrise. Most of the stories are set off of it, but there essentially everything is freely contracted, be it citizenship (when practiced...many instead contract privately for such services as military protection), policing services, or (if I recall correctly) nuclear bomb-threat handling. It's not
exactly utopian, what with the need for regular nuclear bomb-threat handling services...
Also, for a more dystopian version, the better organized parts of the Snow Crash setting tend to be bits of this floating in a soup of anarchy.
Edit-again: Both of those examples became free enterprise society-like in late TL8 at the earliest, deriving from modern Earth as they do.
