Per layering rules, if a odds of protection for a second layer of armor are less than 50% for a given location, then it imposes no DX penalty. What does that mean for a breastplate? Odds 100% for front of chest, 0% for your back, average 50% for locations 9-10. -GEF

That counts as 100%. Partial coverage means you roll dice when hit in a location to see whether armor protects. A breastplate always protects from one side and never from another; you don't roll for this.
