go up a level card

Had a question about one of the go up a level card which state you can also use it at the moment someone thinks they have won to make them go down a level instead.
Now does that mean that lets say he is lvl 8 and is killing a lvl 7 monster which gives 1 lvl. Does he stay at level 8 then or does he go down to lvl 7? Same question for when he is lvl 19 and beating a monster that gives 2 levels or beating a monster that gives 1 lvl and is 10 over with ork ability. Would he win by getting 1 lvl instead of 2 lvls or would he instead drop to level 17?

You may play it AFTER the "winning" combat to knock someone from Level 10 (or 20, in an Epic game) down to Level 9 (or 19). Don't overthink it.

Andrew didn't spell this one out, but my understanding is that there is no level 11 (unless specified by the dungeon of extra effort,) and no level 21 in epic. So if a player in epic is level 19, and kills a monster or multiple monsters for two (or more) levels, or would normally gain an extra level because they are an orc winning by more than 10, they would just reach level 20, and when the Go down a level is played on them, they revert to level 19.

Please correct me if this is wrong.

Nope, that's how I understand it too.

I try to make people aware of these little nuances as well before they come into play so they don't feel cheated when I use it on them...

I have use the "Make GM squirt soda through his Nose" (paraphrased if i got the card name slightly wrong) in this manner too...

It's why all my fellow Munchkin Players love to hate me...
