Am i allowed to sell at level 9?
I don't want to give an item to someone else. Can i sell it if i am at level 9 or i can sell until level 9?

You can only sell 1000+ gp worth of stuff to go up a level. You can't sell less than 1000 gp for the purpose of avoiding charity and you can't sell at level 9 because you can't gain a level at all.
