DF suggests allowing barbarians, knights, and swashbucklers to acquire 1 or 2 levels of Extra Attack. Given the cinematic nature of DF combat, is this implicitly Multistrike? If not, do you think it's fair to let them buy the Multistrike enhancement?

I'm reasonably certain that if it had been intended to be Multistrike, it would have been stated as such.
However, I don't see a big issue with allowing them to buy multistrike. 30 points to be able to hit twice with your two handed sword, flail etc. would be all right with me. |

DF is just ignoring Multi-Strike on the grounds that it will in most cases be effectively balanced by Single Skill, since most adventurers adopt and stick to a single melee skill (and usually a single melee weapon!). There will of course be exceptions, but not often enough that it's worth peeing in the pool by adding two modifiers to every instance of Extra Attack when an objective of DF is to simplify some.
-- Indeed, DF is just ignoring Powers except where a concept from there is unavoidable, in which case it's reproducing the necessary rules wholesale.
