It’s my first time using the book, I followed to the best of my capabilities.
I’m particularly worried about “Stats” since I’m not sure I understood that correctly.

Corruption: -2 (from -1 since King died).

Monthly Military Resources: $176.000
($1.584.00 goes to the State from this city alone).

A Rabble in Arms:
880 Medium Infantry (Revolutionaries).
Troop Quality: Inferior.
Equipment Quality: Poor.

Defense Bonus (siege): +5 (Many stone buildings); if they invest in Infrastructure +8.
Modifier: +1 (on a hill).

N O T E S:
Control Rate in the slums are one less than the standard (3) unless they reform it.
A fine portion of the country budget goes to this city since it’s the capital and where the Palace is.

It looks fine to me. A strictly controlled city largely independent of its surrounding country, where all the citizens are equals and live comfortable lives but recent events have caused an increase of corruption. It hasn't got much of a military to speak of.

When you say Tech Level 3+1 (magic), do you mean that magic forms an integrated part of the technology that makes it roughly equivalent to Rennaissance technology, or do you mean it's medieval technology but they also have magic? The former is TL3+1; the latter is just TL3.

I do! Eventually the players will manage the country! And perhaps get one or two puppet-states… might be playing Victoria II to much.

It’s tricky, it is a TL3 game, but with some TL4 content and a single TL5 item, a locomotive. So TL3, but magic making it around TL4, (thus TL3+1) fits for me.
Also, a solid part of the country’s military budget will go to this city since its both the capital and where the monarchy resides.

I'm not sure I understand exactly what the TL 1~5 (-1) represents. I'm guessing this has to do with the locomotive?

That line lists the components of the hygiene bonus. For Tech Levels 1 through 5, hygiene gets a -1 penalty.
