In regards to the Fickle limitation, we are in Powers told to "Make an unmodified reaction roll whenever you wish to use it." Later it tells us that we can get results that are 19+. How can we get results that are that high if we are making an unmodified reaction roll? Or does unmodified not mean what I think it means?

Powers page 111:
"The GM may permit a weaker limitation: Your ability works as described above, but normal reaction modifiers do apply to the reaction roll, and you can substitute an Influence roll. -5%." That is how you can get a result greater than 18. |

Also the unmodified part means the characters traits don't apply. SO Charisma, Voice, etc do not help with some versions of Fickle. However the GM may still apply circumstantial modifiers.
