Good Trade-in (GUAL) on another player [Moop's]

"Good Trade-in" is GUAL with condition: "you should discard an Item".
If I play this card on another player, who discards an Item - me or that player?

Here is a post from 10 years ago where Andrew states you cannot play a GUAL on another player to force them to do something they do not want to do, in this case discard a card. I suppose if they wanted to discard that card, you could play it
