Assistance Needed: Hybrid Wing in Ground Effect Aircraft

So, I've been going through the GURPS system and I haven't really seen anything akin to WiGE and 'Hybrid' WiGE (Wing in Ground Effect) aircraft...

... so I'm going to ask if there are 1) rules that allow me to do so and 2) if the version I've made (based on the Webcomic 6-Commando's Souma HS-49f 'Howler' hybrid WiGE Aircraft) is viable in GURPS (note, I've used GURPS Vehicle Builder for the process).
