TOTWK page 2: "regain 1d-2 hits (minimum of 1) every turn, including ST lost to hits and to spell use"
Nothing else in the game (not trolls, vampires or werewolves) regenerates fatigue, so this is a limiting factor for enchantments. Since this critter knows GMIC and has the fatigue supply of over a thousand apprentices each day, how exactly are the PCs expected to enter his tomb when the place has to be packed wall to wall, floor to ceiling with max enchanted magic items by now? How many dozen wishes will the Wizard's Guild grant the PCs who trick this guy into stepping through a gate so that the WG can study and replicate this endless source of ST?

You're assuming that just because he has the means to do so, that he has the desire to. Perhaps he's lazy and can't be bothered with the rigours of Magic Item creation.

Why would we assume the process can be replicated by a being that will listen to what the Wizard's Guild wants?

Either the immortal spellcasters with endless power work on enchantments or they take over the world Overlord anime style. In either case Cidri as we know is doomed by this game breaker.

Magic and roleplaying games = fun. The abilities and rules of creatures, NPCs, plot devices, and anything at all are not restricted by anything except the imagination of the GM and authors.
Even the player characters need not follow the written rules. The GM and players in the group can do what is best for their adventures, disregarding anything and everything that they think doesn’t mesh with their play style. There’s a giant difference between an RPG adventure and an adversarial boardgaming scenario.
