What is target loot and does it happen only when you overpay?

Target just means the loot you're "targettting", or choosing. In other words, the hairy tick's effect is: If you overpay for this, choose someone's loot card and stash it".

Yes, you must overpay for the effect to trigger.

Any Loot in play that is not prevented from being targetted (by something like Stealthy) can be the target of this ability.

When you stash a card, it goes to its owner's stash unless otherwise specified.
