You can already attempt to parry thrown weapons (for DF that's under What Am I Parrying on Exploits p.49). ETS gives you a *justification* for buying or using Parry Missile Weapons for faster missiles (it's arguably a cinematic skill that ought to require something like that, or Trained By A Master), or for buying Enhanced Defenses, but you get what you pay for, ETS (or any other advantage for that matter) doesn't automatically give you anything that isn't in the description for free.
Mind you could certainly make a case that you ought to be *required* to buy other stuff with ETS, and not allow anyone to take it unless they also buy Parry Missile Weapons equal to their best weapon skill. And there are plenty of GURPS players who'd argue that Parry Missile Weapons is totally the wrong way to have implemented this ability in the first place and that it ought to be just a sliding scale of penalties for missile size and speed just like for the throwing weapons, that you could then buy off as a technique, though for out of the box DF that's not an option.
