Dwarf Tossing: Is it just flavour text about picking up a Dwarf or must a Dwarf exist in the game who is not involved in the combat in order to play this card?

The card says "Dwarf," and the capitalization is important. There must be a Dwarf character in the game who is not in the combat to play Dwarf Tossing.
