Itching Powder, Portal Card with GUAL. and ITEMS

Well, it's been a couple of weeks since my last post. We had a VERY spirited game tonight where a few rules interpretations came up:

1. Multiple players at level 9 and one at level 8. A level 9 player wants to play a portal card that discards current dungeons in play but that states "everyone goes up a level" in its text. Is the portal card allowed to be played even though the level 9 players can't GUAL because it would be for level 10? We ruled that the portal could not be played because not all players could go up the level.

2. Itching Poweder - is headgear a piece of clothing? A player tried to use it on a tin foil hat but it was argued the hat was not armor (specified armor on the card) and it was a hat so it wasn't clothing. I'm sure there is a ruling somewhere in these threads but it's late.

3. Items - These HAVE to have a gold value or "NO VALUE" on them to be considered an item right? Would Blessing of the Gods be considered an item?

Since it's a secondary effect that affects the entire party, I would actually allow it to be played, and then only those players not at Level 9 could go up a level.

If it's something you'd wear on your body (which includes Headgear, Armor, and Footgear), it's clothing.

It does not have a Gold Piece value (which includes the phrase "No Value"), so it is not an Item.
