Default Limitation for "requires human sacrifice"?

Let's say I'm creating a summon demon spell as an "Ally always available, summonable, minion, unusual powers" and I want to put a limitation that it requires a human sacrifice (illegal, risky, etc.) What would be the limitation's value? Would the price reduction come after figureing the total cost of the summons? If not, it would hardly have any effect since the "summonable" alone is +100%.

Trigger (Rare, Illegal, -60%) along with Preparation Required (1 hour, -50%).

But human sacrifices are not usually something you can simply find or buy, they must be arranged. On B115 that counts as Rare.

Just go down to the nearest market, and buy some slaves from the friendly Viking tradesmen. No big deal. He'll have plenty in stock, including a few scrawny male speciments that you can get for cheap, because nobody else wants them. And sacrificing them isn't even illegal, since they're just, you know, slaves...

I'd be surprised if there were a lot of settings where you could kill even a slave just for the heck of it and even more surprised if "satanic ritual sacrifice" was legal.

In any event you can't generally purchase "human sacrifice" only humans. The sacrifice has to be arranged, that's part of the description of Rare. Now I'm willing to accept that there might be settings where people buy and kill slaves to summon demons so regularly that it is both legal and the kind of thing you might accidentally wander through on the way to work but I'm not sure that was what the OP had in mind. It feels like a tiny bit of a leap to me, that's all.

Assuming:

1 - Your nearest market has a friendly Viking tradesman.
2 - Your friendly Viking tradesman deals in slaves (not all would).
3 - Your nearest market allows him to sell slaves.
4 - Said tradesman bothers keeping scrawny male specimens nobody wants.

I think an area with all four conditions in place would be quite a distinctive place.

Nor are humans necessarily protected by law, depending on the local government, and/or if slavery is allowed.

Okay, I suppose I should have asked if this was a setting where you could pop down to the corner store and ask the chemist for a quick human sacrifice whenever you need it.
