Well, with Walk On Air you aren't "climbing" so much as "going up stairs," which should be faster. I think going up a 45-degree staircase is half Move (two movement points per hex, but note you go up at the same rate as forward), so Clinging would be no faster so long as you had some area to move around (with a narrow chimney, Walk On Air would be stuck with something like ladder-climbing speeds). So Walk On Air seems generally superior to Clinging - it's less useful in a very (heh) narrow range of uses, but doesn't use up your hands, doesn't require a surface, and even gives you the ability to "catch" yourself in a fall, avoiding falling damage.
