Oooh, that's perfect, somehow I missed that one. (For those who've also missed it: it's
Powers p. 50). That actually works out pretty nicely—something like Flight (Requires Surface, -20%; Slow, Air Move equals Basic Speed, -25%; Chi, -10%) [19] ends up being quite affordable.

Yeah, with the exception of roping down with specialized equipment, climbing speeds top out at about 1 yard/sec. per B349 (technically three "rungs" for going up a ladder, but typical ladders space rungs about a foot apart). Clinging lets you do half Basic Move. Though honestly 1 yard/sec. is probably too slow for a wuxia game.
