Partial Change from Insubstantiality allows you to alter only part of your body to being Substantial/insubstantial. The ability is moot to Warp since you are just as material on one side of the Warp as you are on the other.

Warp is teleportation. With the tunnel enhancement, other people can teleport to the place you went for a limited time, without having to teleport with you at the same time. That's all it does.

If you want to be able to just reach through, grab something, and pull it back that's Snatcher and you need to buy it instead of, or in addition to, Warp with Tunnel. You get the ability you pay for and Warp isn't a substitute for Snatcher. On the other hand, if you Warp completely where you're going and have the carrying capacity to do so, you could pick up the grandfather clock at your destination and drag it back through the tunnel with you. Mind you, if there are security guards there to stop people from walking off with said clock, you've got to get into the tunnel without them stopping you, and until the tunnel collapses/goes away, they can follow you.
