I think you've made some kind of mistake here. Pulsars definitely need E=6 to give them their characteristic 'does twice as much damage as a blaster' specification.

I haven't checked how E=4 works out for the force beam. It matches the ratio in performance between the semi-portable weapons, but that doesn't take into account the difference in ROF and in needed array size. I actually think those balance out at a glance, though.
