In RAW, you have to spend 50 ST, so creating a gate is difficult and almost certainly requires apprentices with the Aid spell to be on hand. The average Joe Wizard can't do it by himself.
In your house rules, Joe can totally do it, though it will take some time. That suggests a proliferation of gates. A town wizard who happens to know the spell is likely to take the time to cut down his commute dramatically, whereas if he has to spend all the ST at once, he'll have to have enough apprentices to do the job.
So, what's the goal here? To make it easier for a single wizard to create a gate (and then go home, just like in RAW), just so long as he's willing to spend some time?
