define 'make the alteration permanent'.

If its just a matter of changing their basic appearance use elastic skin, or morph (with cosmetic only, size conservation).

Be sure to purchase adequate morph pool for any appearance deltas.

If 'permanent' means 'actually stays in that appearance regardless of outside factors'- possibly just a +10% bonus for 'once changed, stays changed'.

If it cannot be dispelled or removed by other outside supernatural abilities then its cosmic+50%.
