I usually say as GM that Invisibility Art is a combination of Stealth and a Chi-based hypnotism. I give bonuses for dressing to fit in (a waiter's outfit at a fancy ball, camaflage in the woods, etc), but you can do it without dressing properly mainly by being where nobody is looking and using your chi to suppress interest in anybody that does see you.
