well I'm not the guy that you're really asking about this but you might say:
5% of people have Luck 1
1 % of people have Luck 2 or Serendipity 1 (only because serendipity gives limited control over a situation, in that the character can make a plausible story for what happens)
.1% of people have Luck 3 or Serendipity 2 or higher
keeps the numbers small and doesn't require research
