If cost is no object, then:

-a wingless, multi-vectored jet vehicle (possibly a lifting body for cruise, but not reliant on it to fly), plus

-a very, very good dedicated flight computer, coupled to

-360 IR sensors capable of resolving air currents that could affect the craft.
