It was never official. It was put out by a third party using the d20 License. The confusion of it being "official" is from several of the authors being WotC employees at the time.
As a result of that book, WotC made a few changes that affected (and in some ways hastened the death of) the d20 License. It also put in a new policy forbidding its employees from working on third-party products without written permission from their managers.
I've never read or looked through the book, and I've heard it's not that good, but it certainly had a sizeable effect on the d20 end of the industry.
