I'd stat up the plague itself as being something with very low SM, respectable HT/IQ, Dominance, and Toxic Attack 1: Non-Wounding (-50%), Accessibility: Only on Rats (-?%).

The Toxic Attack is just there to determine what penalty rats are rolling against to resist becoming part of the hive mind.
