It's a Second Edition, so unlike every previous set, it is not compatible with the previous versions because as noted, Media is a new alignment and Communist and Government are no longer part of the sets, so trying to mix them will not work since a number of cards (and specifically the Discordian Society itself) have been reworked to reflect the changes to the Alignments available.
It's not an expansion, it's its own set, and the Alternative Truths and 2020 expansions are also designed for the Second Edition as well, so you can't incorporate those into the older edition either.
